5G networks ka rollout duniya bhar mein iqtisadi taraqqi, innovation aur muqaablay ki bunyad mana jata hai. Mukhtalif mumalik apni telecom companies ko high-speed services dene kay liye spectrum hasil karne ki race mein hain, jo smart cities, digital industries aur advanced connectivity ko support karti hain. Lekin Pakistan mein ye tabdeeli technical masail ki wajah se nahi, balkay qanooni jhijhak aur regulatory deadlock ki wajah se roki hui hai. Spectrum allocation aur telecom mergers se mutaliq kai court cases ne taraqqi rok di hai, jiski wajah se Pakistan apne ilaqai humsayon kay muqable mein peeche reh gaya hai, jo 5G ko already deploy kar rahe hain.
5G Kiyun Zaroori Hai?
5G sirf tezi se internet chalane ki technology nahi hai, balkay ye smart manufacturing, munazzam logistics, modern healthcare, digital taleem aur behtareen mobile tajurbaat ko mumkin banati hai. Jo mumalik jaldi 5G deploy karte hain, wo arbon dollar ki maashi fursatain hasil karte hain, foreign investment attract karte hain aur technology kay shobay mein rozgar paida karte hain. Pakistan ki jawan abadi, digital services ka barhta hua shoba aur e-commerce industry isay 5G kay liye behtareen candidate banati hain. Magar spectrum na milne ki wajah se networks congested hain, businesses modernize nahi ho pa rahe aur innovation ruk gaya hai.
Spectrum Release Mein Qanooni Rukawat
Pakistan ka 2600 MHz frequency band jo 5G rollout kay liye bohat zaroori hai, litigation mein phansa hua hai. Sab se bara tanaza Sun TV (Southern Networks Ltd., SNL) kay hawale se hai, jiska ownership unclear tha jab tak journalist Kalbe Ali ne Senate mein sunwai kay dauran ye tasdeek nahi ki kay ye Aqeel Karim Dhedhi se related hai.
Ye case aik bara deadlock ban chuka hai. CMPak (Zong) aur Sun TV kay darmiyan tanaza ne 1800 MHz, 2100 MHz aur 2600 MHz bands mein takriban 151.6 MHz spectrum ko rok diya hai. Spectrum kay auction kay liye na milne ki wajah se Pakistan ka poora 5G roadmap peeche chala gaya hai.
Merger Ki Uncertainty Mazeed Pressure Barhati Hai
Spectrum kay masail kay sath sath PTCL–Telenor merger bhi regulatory delays ka sabab bana hai. Competition Commission of Pakistan (CCP) abhi PTCL se zaroori documents ka intezar kar rahi hai takay clearance de sakay. Jab tak merger ki wazahat nahi hoti, regulators spectrum auction ka structure aur timeline finalize nahi kar sakte.
IT Minister Shaza Fatima Khawaja ne bhi kaha hai kay ye merger directly 5G rollout se juda hai kiyun kay ye market mein strong players ki tadaad aur competition ko tay karta hai.
Hukumat aur Senate Ki Pareshani
Siasat mein bhi ghusse ka mahaul hai. Senate Standing Committee kay recent session mein members ne litigants kay "forum-hopping" ko criticize kiya jo kai saalon se delays ka sabab ban raha hai, halanke hukumat kay haq mein faislay bhi aa chuke hain. Frequency Allocation Board (FAB) aur Ministry of IT ne judicial prioritization ki appeal ki hai, warn karte huy kay mazeed delays se mulk ko arbon rupay ka nuksan hoga. Senator Palwasha Mohammad Zai Khan ne is stagnation ko “criminal negligence” qarar diya aur digital infrastructure aur iqtisadi muqaablah par iska bura asar bataya.
Maashi Nuqsanat
In delays kay nuqsanat sirf telecom companies tak mehdood nahi hain. Spectrum na milne ki wajah se mobile networks congested rehte hain, service quality girti hai aur digital businesses barhne se reh jate hain. Is se investor confidence bhi kam hota hai, jab kay foreign direct investment economy kay liye bohat zaroori hai.
Analysts ka kehna hai kay Pakistan already India, Bangladesh, aur Gulf mumalik kay peeche reh gaya hai, jahan 5G rollout ho raha hai. Agar foran action na liya gaya to ye gap aur barhta jayega.
Litigation as a Roadblock
Duniya bhar mein 5G rollout kay dauran qanooni tanazaat aam hain, khas taur par spectrum allocation ya intellectual property kay hawale se. Lekin Pakistan mein prolonged litigation ne is process ko bilkul hi rok diya hai aur courts technology ki taraqqi kay rukh mein sab se bari rukawat ban gaye hain. Legal recourse ka haq zaroori hai magar indefinite injunctions mulk kay national interest kay liye zaroori faislon ko rok rahe hain.
Mustaqbil Ka Rasta
Sarkari afraad aur mahireen sab is baat par mutafiq hain kay litigation jald se jald hal hona chahiye. Ministry of IT ne kaha hai kay spectrum auctions ki planning parallel chalani chahiye jab tak cases chal rahe hain. FAB ne bhi expedited hearings kay liye petitions di hain.
Pakistan apni digital potential unlock karne kay liye do aham qadam uthaye: Sun TV case ko hal kar kay spectrum free karna aur PTCL–Telenor merger ko mukammal kar kay telecom sector ko stable banana. In kay baghair 5G sirf aik adhoora wada rahega.
Pakistan ki digital maeeshat ka mustaqbil engineering ki salahiyat nahi balkay qanooni wazahat par mabni hai. Strong political irada, hum ahang regulation aur bar waqt judicial action hi wo raaste hain jinke zariye Pakistan un mumalik mein shamil ho sakta hai jo apni maeeshat ko 5G kay zariye taraqqi de rahe hain.
